Phase 4 - Test
“If you don’t care about quality, you can meet any other requirement.”
– Gerald M. Weinberg

That's why Phase 4 is so important. And it's important enough to be a critical part of the planning from the beginning.
When looking at deadline management, I once read that the purpose of the schedule was planning, not goal-setting.
We'll be realistic in our planning. We would rather walk away from an opportunity that has a unrealistic schedule, than deliver something you won't be happy with.
The way we see it, if you're happy, you're going to brag about what we've done for you, and tell everyone you know. If you're not happy with what we've done, you'll just tell everyone you know. :)
I guess what we are getting at is that we consider testing to be as critical a phase as any other.
